When a vacancy occurs for the bureaucrat position, either by a bureaucrat resigning or being removed, there will be a vote process to determine the new bureaucrat.
This process begins after the leaving bureaucrat expresses that they will be retiring ahead of time, so that a predecessor could be chosen before they do retire, or, if a bureaucrat leaves, is demoted or is removed without time to have their predecessor chosen beforehand.
The first step of this process is that as soon as possible after, all administrators who fall under the group in which the outgoing bureaucrat leads (If the bureaucrat was the Head of Moderation, all administrators would qualify, if the bureaucrat was the Head of Content, only content administrators would qualify, and if the bureaucrat was the Head of Discussions, only discussions administrators would qualify) will be contacted about becoming a candidate for being the new bureaucrat, and will have 3 days after receiving the message to declare their candidacy. If they do not become a candidate before the 3 days are up, they will not be included in the vote.
If no administrators declare their candidacy in the 3 day declaration time, then the candidacy question would be asked again in 30 days from the last time it was asked, and the cycle would continue until an administrator declares their candidacy.
After the 3 days for becoming a candidate is over, a discussion and vote between all the candidates will be held on the Wikitubia Discord, for wiki staff on the server to discuss and vote in. The votes for staff members would be weighted accordingly: One rollbacker vote is equivalent to 1 vote, one content moderator or discussions moderator vote is equivalent to 3 votes, one non-bureaucrat administrator vote is equivalent to 6 votes, and one bureaucrat vote is equivalent to 8 votes.
If there is more than 2 candidates for bureaucrat at the beginning, there will be a series of discussion and voting rounds that will occur until only 2 candidates are left. First, discussion for the vote would last 24 hours for each round, then after that the voting would begin and also last 24 hours, for where staff member's could vote for the candidate of their choosing. When the vote ends a day later, the candidate with the least amount of votes would be eliminated (0 votes would automatically disqualify a candidate), and this process would repeat until only 2 candidates are left.
If there is a tie in the bullet rounds that is important to the process, then the administrators (with the same weighted standards previously mentioned) will discuss and vote on whichever of the tied candidates they would rather have as bureaucrat after the bullet round is finalized, and whoever of the tied candidates has more votes, will lead over their tied opponent or opponents. The tie-breaker discussion for the vote would last 24 hours, and after that the vote would occur for 24 hours. If there is a tie in this vote, then it will go down to the bureaucrats votes, and in the scenario where the bureaucrats votes tie, the senior bureaucrat will break the tie.
When there are only 2 candidates left, a site-wide vote would be held on the first day of the next month (except in cases when the current month after the process is finished has less than 7 days left, then the vote would occur the beginning of the month after the following month), for all Fandom users who had at least 5 edits or 5 posts (combining posts, messages, and comments) on Wikitubia prior to the beginning of the bureaucrat vacancy vote to vote in. If a user who had at least 5 edits or posts prior to the beginning of the vacancy vote switches to a new account, that new account will also need to meet the requirement.
The vote would last 5 days, and after the week is over, 2 days will be given to verify all votes legitimacy, and to certify the results. After those 2 days end or if the results are certified prior, the new bureaucrat would be promoted, unless there is a set date for them to be promoted by the outgoing bureaucrat.
If there is only one candidate for bureaucrat who is uncontested, they will automatically become a bureaucrat without a vote. If there are only 2 candidates, the final vote will take place without any other votes.
